The Daniel Defense M4A1 SOCOM Upper Receiver Group, 14.5″ 5.56 NATO, RIS II (part 23-004-12100) is a complete upper built around a 14.5 in. cold hammer forged M4-profile barrel in 5.56mm NATO with a 1:7 twist and a carbine-length gas system, fitted with the black Daniel Defense M4A1 Rail Interface System (RIS) II Picatinny quad rail and an extended Daniel Defense Flash Suppressor pinned and welded to the barrel.
The permanently attached muzzle device is the other defining feature. The extended Flash Suppressor is pinned and welded – it is not coming off. That is the method Daniel Defense uses to bring a 14.5 in. barrel to the 16 in. rifle minimum, so this upper avoids the short-barrel complication a bare 14.5 in. or 12.5 in. URG carries. It also means the muzzle device is not a choice: no brake, no direct-thread suppressor adapter on those threads.

A URG is not a firearm – no FFL transfer needed

The regulated component of an AR-pattern rifle is the lower receiver, so a URG is not a firearm in its own right and needs no FFL transfer and no background check – it ships like any other component. A sub-16 in. barrel fitted to a rifle-configured lower creates an NFA short-barrelled rifle unless the firearm is registered as one or was built as a pistol.
