Why the 10.3-inch length
Because it is the shortest 5.56 that still cycles reliably on a carbine gas system, and because manoeuvrability is the entire point. You do give up velocity: 5.56 loses meaningful speed below about 14 inches, so ammunition built for short barrels performs better here than general-purpose loads, and the muzzle flash is larger, which is what the Daniel Defense flash hider is there to manage.
