This URG’s muzzle device is not permanently attached. The barrel is 14.5 in. and stays 14.5 in. Put this upper on a rifle-configured lower and you have created an NFA short-barrelled rifle, which requires registration with a BATFE tax stamp before assembly, not after. The legitimate configurations are a lower already registered as an SBR, a lower built and configured as a pistol, or an extended device permanently attached by a gunsmith so the barrel assembly reaches 16 in.
